Deputy Commissioner, NJ Department of Community Affairs
In his role as Deputy Commissioner, Samuel oversees the Division of Disaster Recovery and Mitigation and variety of federal funding streams, including over six billion dollars in American Rescue Plan Act State Fiscal Recovery Funds and nearly four hundred million dollars recently awarded to the State in the aftermath of Hurricane Ida. Samuel joined the Department in 2014 overseeing the Sandy Recovery Division and its management of over four billion dollars of CDBG-DR funds in the aftermath of Superstorm Sandy. He received his Bachelor of Arts from the University at Albany and master’s in public administration from Rutgers.
